Facilities Manager – Rail
Location: Stanford-le-Hope, Essex (with site-based travel across the region)

We’re looking for an experienced Facilities Manager to take end-to-end responsibility for delivering a multi-year rail maintenance framework covering Planned Preventative Maintenance (PPM) and reactive maintenance across rail buildings, civil engineering and infrastructure assets.
Working closely with the Head of Rail, clients, Network Rail and operational teams, you’ll oversee all aspects of contract delivery including safety, compliance, quality, commercial performance and resource management. You’ll lead a multidisciplinary team of Project Managers, Planners, Supervisors and Technicians, ensuring works are delivered safely, efficiently and in full compliance with Network Rail standards and RISQS requirements.
Key Responsibilities
- Lead the mobilisation of a new rail maintenance framework, including recruitment, CAFM implementation, operational processes and team onboarding.
- Oversee the delivery of Planned Preventative Maintenance (PPM) and reactive maintenance across rail buildings, civils and infrastructure assets.
- Manage and optimise maintenance schedules within the CAFM system to ensure contractual service levels are achieved.
- Review and approve RAMS, Work Package Plans, Task Briefing Sheets, QA/QC documentation and asset management records.
- Ensure full compliance with Network Rail standards, RISQS requirements, CDM Regulations and company Health, Safety, Environmental and Quality (HSEQ) procedures.
- Build and maintain strong relationships with Network Rail, clients, subcontractors, suppliers and internal commercial and procurement teams.
- Manage procurement activities, material purchasing, plant allocation, stock control and site compound inventories.
- Support commercial activities including invoicing, contract valuations, budget management and financial reporting.
- Oversee inspection regimes, operations manuals, asset records, safe systems of work and project documentation.
- Support Environmental, Health & Safety (EHS) initiatives, CDM projects and ISO management systems through audits and continuous improvement activities.
- Produce operational and performance reports covering maintenance delivery, compliance, safety, quality and contractual KPIs.
- Lead, mentor and develop Project Managers, Planners, Supervisors and Technicians, managing performance, training, succession planning and resource allocation across a 24/7 operational environment.
Requirements
- Minimum of 5–10 years’ experience managing maintenance operations within the rail, facilities management, civil engineering or infrastructure sectors.
- Strong experience delivering Planned Preventative Maintenance (PPM) and reactive maintenance contracts.
- Proven leadership experience managing multidisciplinary operational teams within a highly regulated environment.
- Strong understanding of Network Rail standards, rail compliance requirements and maintenance framework delivery.
- Experience using CAFM systems to manage maintenance planning, scheduling and asset management.
- Excellent knowledge of Health & Safety legislation, CDM Regulations, QA/QC processes and Environmental, Health & Safety (EHS) compliance.
- Strong commercial awareness with experience managing budgets, procurement, resource planning, invoicing and contract performance.
- Excellent stakeholder management and communication skills, with the ability to build effective relationships across clients, contractors, suppliers and internal teams.
- Strong analytical and problem-solving skills with the ability to identify risks, implement improvements and drive operational performance.
- Full UK Driving Licence.
Desirable
- Qualification in Facilities Management, Asset Management or a related discipline (e.g. ISO 55000, IWFM/BIFM).
- Personal Track Safety (PTS) certification or other rail safety qualifications.
- Experience mobilising long-term rail maintenance frameworks.
- Advanced knowledge or accreditation in CAFM systems.
- Extensive experience working to Network Rail standards, RISQS requirements and rail industry compliance frameworks.
