Planned Maintenance & Infrastructure Manager

Location: Stanford-le-Hope, Essex (with travel to rail sites)

We’re looking for an experienced Planned Maintenance & Infrastructure Manager to lead the delivery of planned preventative maintenance (PPM) and reactive works across rail infrastructure and facilities.

Working closely with the Head of Rail, Facilities Manager, site teams and clients, you’ll be responsible for planning and coordinating maintenance activities, managing rail access and possessions, overseeing health and safety, and ensuring works are delivered safely, on time and within budget. You’ll also play a key role in resource planning, quality assurance, stakeholder management and continuous service improvement.

Key Responsibilities

  • Manage the day-to-day delivery of planned preventative maintenance (PPM) and reactive maintenance works across rail infrastructure and facilities.
  • Develop 4–12 week work programmes by converting CAFM schedules into deliverable maintenance plans, balancing planned and reactive priorities.
  • Coordinate rail possessions and isolations, submitting requests through the Possession Planning System (PPS) and attending planning meetings as required.
  • Prepare and manage Safe Systems of Work, including RAMS, Work Package Plans (WPPs), Task Briefs, permit controls and exclusion zones in line with Engineering Access Statements (EAS) and Track Protection Rules (TPR).
  • Lead daily operational planning meetings, allocate supervisors, operatives, plant and equipment, and ensure toolbox talks and close-out inspections are completed.
  • Manage the issue, tracking, inspection and maintenance of plant, MEWPs, tools and equipment.
  • Coordinate material procurement, site deliveries and inventory management to minimise operational downtime.
  • Oversee quality inspections, Inspection & Test Plans (ITPs), snagging activities and project handovers, ensuring all works are fully documented.
  • Monitor labour, overtime, materials and plant costs, approving timesheets and supporting commercial teams with Cost Value Reconciliation (CVR) and project variations.
  • Liaise with depot operations, Train Operating Companies (TOCs), subcontractors and other stakeholders to coordinate works while minimising disruption to rail services.
  • Produce weekly KPI reports covering programme performance, safety, productivity, quality and defects.
  • Lead, coach and develop supervisors and operational teams, maintaining competency records and training matrices.

Requirements

  • Previous experience managing maintenance or infrastructure projects within the rail or civil engineering sectors.
  • Strong understanding of planned preventative maintenance (PPM), reactive maintenance and operational delivery within live rail environments.
  • Knowledge of Network Rail standards, Engineering Access Statements (EAS), Track Protection Rules (TPR), Possession Planning Systems (PPS) and CDM Regulations.
  • Experience managing programmes, resources, labour allocation and operational performance.
  • Strong knowledge of health and safety legislation, permit-to-work systems, isolations and safe systems of work.
  • Experience using CAFM systems for maintenance planning and resource scheduling.
  • Commercial awareness with experience monitoring productivity, labour, plant, materials and project costs.
  • Excellent communication and leadership skills with the ability to coordinate multiple stakeholders in a fast-paced operational environment.
  • Full UK Driving Licence.
  • Ability to hold a Personal Track Safety (PTS) certification and successfully pass Drug & Alcohol (D&A) testing.

Desirable

  • SMSTS or SSSTS qualification.
  • Previous experience delivering works under Network Rail maintenance frameworks.
  • Qualification in Asset Management, Facilities Management or a related discipline.
